DISEC

The First Committee of the United Nations General Assembly, commonly known as DISEC, is responsible for addressing international peace, security, disarmament, and emerging threats to global stability. As one of the six main committees of the General Assembly, DISEC serves as a platform where member states debate pressing security challenges, formulate international norms, and propose mechanisms aimed at preventing conflict and maintaining peace.

The committee examines both traditional and emerging security concerns, ranging from conventional weapons and nuclear proliferation to cyber warfare and autonomous military technologies. While its resolutions are not legally binding, DISEC's recommendations significantly influence international security policies and future diplomatic negotiations.

Cyber warfare has become a major challenge to international peace and security, as states increasingly use cyber operations to disrupt critical infrastructure, steal information, and influence other countries. One of the biggest challenges is attribution, or identifying who is responsible for a cyberattack. Anonymity, proxies, false-flag techniques, and limited access to intelligence make this difficult. This creates challenges for accountability, international cooperation, and deciding what a lawful and appropriate response should be. The United Nations has developed voluntary norms through the GGE and OEWG processes, but disagreements remain over attribution, international law, and how states should respond to state-sponsored cyberattacks.
